What is Hive?

The HIVE Autonomous Innovation Center is Ventura County’s flagship public-private innovation infrastructure — a purpose-built hub connecting private enterprise, defense partners, educational institutions, and the public sector to accelerate the development, testing, and commercialization of dual-use and autonomous technologies.

The HIVE is situated at a unique convergence of federal military assets and civilian innovation infrastructure. Ventura County is home to Naval Base Ventura County (NBVC) — the only Navy installation in the world with three warfare centers (Naval Surface Warfare Center Port Hueneme Division, Naval Air Warfare Center Weapons Division, and Naval Facilities Engineering Systems Command) — as well as the Area 805 Advanced Air Mobility Test Range, a 500-square-mile FAA-authorized airspace over Camarillo, Oxnard, and the Ventura County coastline expected to receive full FAA operational approval in 2026.

This federal nexus is central to the HIVE’s mission: technology developed and tested at the HIVE has immediate access to world-class military test infrastructure, creating a direct pipeline from prototype to deployment-ready systems for both commercial and defense markets.

The Advanced Air Mobility market is currently estimated at $1.2 trillion globally and is projected to grow at 28% annually through 2030. Major events including the 2026 World Cup, 2027 Super Bowl, and 2028 Olympics in Los Angeles will serve as catalysts for AAM adoption, with Ventura County airports positioned to serve as critical hubs for electric aircraft routes connecting to these venues. Archer Aviation has already been selected as the Official Air Taxi Provider for the LA28 Olympic and Paralympic Games, demonstrating the immediate commercial viability of this sector.
